Toward the end - it went to recycled dresses. The "prom" dress has totally changed. Prom attire used to be gowns. Now the girls wear what we'd call cocktail dresses. I don't agrees that all of those dresses are slutty, some are just short. Some do not look like they'd be marketed for prom - more like for dance competitions or in the Fredericks catolog.

1,35,36,39,48,49,50,51,52(seriously disgusting),53(Bondage?),,56,57,62,69(condoms, what the hell?) and 73 by far were ALL number one offenders! The rest, some were just ugly and some were pretty awesome. But those I numbered above shouldn't be let out of the house much less let into a prom. Class is a matter of perception and sometimes it's just glaringly obvious and none of those dresses had any class and were all pure trash. The others? Plenty of variety without being over the top in shock value.

I don't agree that most of the dresses are slutty, a good majority of them I would wear, without a second thought. A dress that isn't floor length isn't slutty, I agree there should be some sort of limit, you don't want to be seeing any ones underwear. A dress that doesn't have straps isn't slutty. I agree that there shouldn't be bras and boobs showing at Prom. There are limits, but they shouldn't be as restrictive as allowing only one type of dress to be worn at Prom. Girls bodies aren't built the same, I personally don't look good in long floor length dresses and tend to go a little on the shorter side of things. I'm also not a slut.

I probably saw a handful of inappropriate dresses on your list but most of them are just ugly, some people have bad taste but that has nothing to do with appropriateness. Bad taste is not a crime and there is a huge market out there for that.

There are about five or six that are slutty or "racy". The rest of them are completely normal, but many of those are just ugly. #1, #39, #51, #52, #53 are slutty.
