Make-up on little girls may be inappropriate for everyday wear, and it bothers me that my nine year old neighbor wears more make-up than I do (I'm 20), but Halloween for kids is all about transforming into someone else for a night! I wore sparkly eye shadow and glitter in my hair when I went trick-or-treating as Tinkerbell, and my sister wore face paint because she went as a horse. Both are make-up, both were essential to the spirit of the costumes, and neither have harmed us in any way. I don't really understand the issue.

I really hate seeing makeup on little girls, there's no reason for it, and I think it sends the wrong message. Not to mention how toxic it is, and that children are especially susceptible to it.
